Minutes of Consultation

RMO ‘s are currently on annual leave.   We are here to discuss a restructure for.   The kickoff for the restructure is August 2nd, 2005.  Volume count took place between January 16 and 27th, 2006.  The resulting CMVI was 121.8.  The initiatives coming out of the restructure were 657.21 minutes.

What was the loss of minutes?

The original 075 was 30247.19 minutes, after updates, 30313.64 the 074 was 30128.96, final 075 was 29511.67.

 

Some objections that were put in by the Union have been withdrawn.

 

There was a safety objection raised by the Union related to crossing a four-lane roadway.  Reference was made to jay walking.  It has been determined that this is not Jay walking.

The RMO says that he spoke to three carriers, however, our investigation show that the letter carrier drives his car across. 

We also have a problem with using the Morningside mall as a lunch place.  We are advised that it is boarded up. 

 

Management

 

59 and 60 walks were being used for lunch areas. 

 

Union

 

The Mall is going to be entirely closed in the near future.

 

358 Old Kingston Road doesn’t exist.

 

One of the employees went out and visited 6 locations.  Two of the places had no knowledge of an agreement with Canada Post. 

 

Management

 

The Management representative that went out to the locations is currently off on sick leave.  We will follow up.  A supervisor will be sent out to verify the points of call, (meal on route).

 

Union

 

It is our position that if the locations are not legitimate then you will need to restructure the routes. 

 

Management

 

We have a 6-month period to complete a restructure.  We are required to consult 15 days prior to the restructure. 

 

Union

 

We were assured that supervisor visited all of these places. 

 

What are the total minutes for the 074 forms?

Ours shows 29.701.  35 walks have changed and they are all minus minutes.  We received this printout June 13th, from the RMO.

We will investigate with Monty to find out why there is a difference in the numbers.   It would have been beneficial if you had brought this to our attention on June 13th, when you felt there was a problem with the numbers being different.

We have a number of issues related to start times.  I have a copy of what the ees were given.  I looked at these, and it appears you are using a 9:30 departure.  We generally use a 9:00 AM departure.

These are suggested start times.

 

Union

 

We have always used a 9:00 AM departure time.  Walk 52 and 62, there are 37 minutes difference for the inside time, but they have the same start time. That seems improper to me.

We’ll look into this… perhaps we can go with the time that is posted.  Start times were adjusted as agreed by the union and local management

Why are there two different truck times for the 075’s? 

 

Management

 

Previous 075 has 17 minutes for some of the walks… and range from 23 minutes to 37 minutes.  It may be an issue of letter carrier support.

 

We’ll check the 098’s to ensure the numbers are correct.

Routes 58 and 59 (MLC routes) show no inside time under column 17…  for the purpose of the start time…there should be inside time under column 13.   Corrected as agreed in consultation

 

Management

 

Appropriate changes will be made.

 

Article 54 accommodations were discussed.  It was agreed that one employee would remain status quo.  Two others should be able to self accommodate based on their seniority.  We are awaiting PPD status for two other employees. 

 

Union

 

Bidding:  Full time employees that have held an assignment since January 16th, 2006 will be eligible to bid. 

 

Part time positions:  we have three part time LCA’s.

 

Union

 

Article 47:19 should kick in with respect to first round bidding rights since the number of part time routes has been reduced.

 

Management

 

We have no problem with that.

 

Maps and walk information has been posted.

 

We can be ready to start the bidding tomorrow.

How are you planning on doing the bid?

 

Management

 

We will be as flexible as we can be, but we will need to schedule employees to bid to ensure that we are able to meet the 7-day bidding requirement. 

 

Employees who are on vacation have been advised that they need to leave a contact number.  We will call them to determine what their bid request is. 

 

Union

 

We would like to have a list of employees who exercise the Private Vehicle option.

 

Management

 

When the bid is completed a list will be provided.

We did agree to move some start times; however there appears only to be issues involving 17 and 24.

 

Walk 24; MLC is being held up due to the late arrival of the letter carrier.

 

Walk 17, issue involves late drops on heavy days and there may be some issues going on between the walk holder and the MSC.

The original chart did not make sense to start the walk at 8 am with a departure time of 9:30 AM….

 

Management

 

We understand that for the most part the start times and final draw is in harmony between most of the LC and MLC’s.

 

Union

 

It seems inconsistent to change three walks and not change the rest.  If it is a 9:30 depart, you are giving an ee two hours for 59 minutes.

Uris is back next week.  Can we investigate with her and advise.

Management met last Friday and discussed the Mall situation, the number of feet to get to the bus stop.  Dave indicated that potential savings by putting 17 routes on special equates to 30 minutes per route.

 

Volume count showed 1819 minutes lost.

We suggest that you put the numbers into a different computer at Stn O to do a flip.

We can re do the flip early this week at Don Mills.  We can do it Thursday morning at 7 AM.

Cost benefit analysis will be available to identify the savings/cost for taxi conveyance.  We sent a revision out re the PV, and there is only one.

PV canvass was not done by seniority.

 

Meals on route canvassing not done properly…. Under comments it said, “too many to ask, all okay”.  Bill spoke to the Supervisor who was doing it.

We will hold off on the FSA until we have the cost analysis.

 

We’ll continue with this discussion on Wednesday at Union/Mgt meeting.
