Willowdale Depot 3

 

The Corporation reviewed the results of the restructure exercise. Included in the package

were the CMVI, the variances of positions, 075, the initiatives involved, the

accommodation grid, L..C. conveyance and start-times.

 

Issues

 

The Union asked whether meal on route was being used for the MLC’s. The Corporation

advised that yes it has been structured in using two (2) locations as well as lunch before

departure.

In viewing the 075  the MLC’s have an inside value, where does this come from as they have no P.O.C’s  under the LRCMS inside duties reflects the sort an prep time. The Corporation responded that this represents the duties associated to vehicles, and parcel delivery preparation. The Union disagreed; the LCRMS does not include these duties under columns 7, 9 or 10.

 

The Union asked why the MLC tour’s had directs, that function belongs to MSC’s and is not part of the LCRMS manual. The Corporation responded that the MLC’s were structured as per the Parcel Model Implementation project , realizing that both the MSCWSS and LCRMS would require revision. These issues were discussed Nationally.

The Union is requesting copies of minutes involving this issue.

 

The Union is also concerned with the vehicle utilization on the some of routes, feel that by the having a PM delivery employee using the same vehicle that an AM delivery employee used will result in delay’s to the PM employee. Also a concern that the part-time route has been allocated a vehicle on it’s own. The Corporation will have to monitor the vehicle utilization, if problems arise the appropriate action will take place to resolve. With respect the part-time route it is felt that there is sufficient growth in these area that the part-time route will eventually become full-time.

 

The Union raised the concern that during the restructure the issue of the part-time day router should be combined with the part-time MLC to make a full position. The Corporation reviewed the values and contacted the route measurement officer. It was determined that in fact an additional full-time route could be created  by combining the workloads and therefore reducing the need of one part-time position.

 

The Union then raised a concern over admail storage for those MLC’s with a PM delivery. Felt that this was going to create a problem. The Corporation responded that these items would be placed at the sortation case where the mail is prepared. The Union again raised their concern over the difficulty of separation by route where several sets are involved. The local management team will monitor the situation as needed.

 

The Union raised a question with respect to the start time of some routes being 04:00 hrs they were originally 04:30; taking the inside time and the lunch prior to departure these employees would be ready to leave at 08:30 with the balance of the station scheduled later, we suggest that you consider at least the 04:30 start or even a 05:00 start.  The Corporation agrees and will change the start time to 04:30, in the event that results in unnecessary waiting for departure we will consult to adjust to time required to reduce any waiting period. We also wish to at this time change the part-time LCA hours from 06:00 – 10:00 hrs to 08:00 – 12:00 hrs. The Union has no issue in that regard.

 

Accommodation requirements

 

The parties reviewed the names of those employees who are currently being accommodated in Willowdale Depot 3. Based on that review it was agreed that one fulltime LCA would be held  as well the DRS position would not be offered. The parties agreed to review each case of accommodation on Monday July 04, 05 and apply the grid to determine what other routes and type of route would be identified and monitored during the bidding to ensure suitable accommodation for those employee’s having the appropriate documentation already on file with respect to limitations.

 

Training

 

The Union advised that training for all employees in Willowdale Depot 3 will be required in order that equal opportunity is available to everyone. It is recognized that this may take a period of time to complete, however it should be as reasonable as possible. The Corporation responded that following the bid it will be the priority to train those taking the MLC positions as well as the sick and other relief. This includes ensuring the appropriate VOP for step van, as well as scanning SLB procedures. The balance of training will be arranged for those wishing to be included for equal opportunity as needed.

 

Vehicles

 

The Union asked if all the vehicles were going to be step vans. The Corporation replied  yes, except where it was found that the step van could not be accommodated due to height restrictions in the parking area.  The Union suggested that there are two locations where step vans would not be suitable, in the event that the vehicle changes you must adjust the values accordingly. The Corporation will revisit the vehicle requirements and will make any adjustments to routes based on vehicle type that will be required.

The Union raised it’s concern with parking at Depot 3. The Corporation does not see an issue. The Union disagrees, feel that you must provide parking for those using private vehicle or time values to and from the area that their vehicles are parked.

The Union asked for the cost analysis report. The Corporation provided it.

The Union then raised the concern over the fact that twenty eight taxi’s are required and the fact that these may not be available when required in the morning. The Corporation will be monitoring for any problems in that regard. In the event such an occurrence exits Contracting Services will be advised.

 

Bidding

 

The Union raised a concern with respect to the Private Vehicle canvassing; felt that it was not done by seniority and that not all route holders were canvassed, i.e. route holder currently on leave for union business.  The Corporation provided the canvassing results and confirmed that in fact the employee on leave was asked, albeit late, but was approached. The Union to check with their National to confirm if process was conducted properly.

 

The Union raised their position on the P.V. routes with respect to bidding rights after the implementation. It is their position that  employee’s accepting PV payment on the first day of implementation cannot bid off their respective routes until the next restructure as per the collective agreement. Further that should an employee holding a PV route transfer out the PV route becomes special transportation. The Corporation accepts the first position with respect to the bidding off of a PV route, however it is the position of the Corporation that in the event a PV route becomes available through article 13 bidding the successful candidate will be offered the opportunity to accept the PV option or not.

 

The Parties agreed that a canvass of the employees over the next two weeks will be the method used for the bidding process. A schedule will be posted in advance so that employees can prepare for their turn. In the event that difficulties arise the parties will be in contact to resolve such difficulties.

 

The Union reminded the Corporation that only those holding a route (assignment) on January 10, 2005 are eligible to bid on the new routes. The remaining routes will be placed on the July article 13 bid open to the post office. The Corporation agreed.

The Union advised that a result of this restructure there will some part-time employees who will need to be reassigned, also the rules of article 47.21 to be applied for the increase in full time staffing. Corporation agrees.

 

 

Markham
