Metro Toronto East Ops/Scarborough Local C.U.P.W. Monthly Consultation (RSMC) Held on November 10, 2004 At 280 Progress Ave
Attendees:
CPC CUPW L. Anastasi M. Duquette D. Beardmore L. Charles S. Hewitt G. Pratt G. Tomaszewski
New Business
Householders
Union: If a route has 500 POC and if they have 499 householders to deliver is that a full set. Is there any leeway in what is considered a full set? For the sake of one householder an RSMC may not be getting the full value they deserve, if this happens over a period of time, their counts would not be properly recorded. Mgmt: We will review and respond to this issue. S.H
Richmond Hill
Union: The 2 employees that own RR1 and RR26 had their pay cut because of changes to their householder count. No pay advice was given, and they were not given an explanation for what triggered the pay decrease. Mgmt: We will investigate this issue. D.B
Union: An employee was being told that if they did not provide documentation proving that they are properly insured, they would be terminated. The employee was given a letter on Thursday, giving them until Friday to provide proof. The documentation has since been produced, however we have a concern about the time limits given to produce the documentation. Mgmt: We are not sure what the history of this situation is; it may have been going on for some time and a decision had to be made.
West Beaver Creek
Union: SS20 and SS22, belong to the same RSMC, 300 POC were taken off of SS20 and put onto SS22. The RSMC pay was cut by $800.00, why? Mgmt: We will investigate and respond to this issue. S.H Upon investigation of this issue, changes were made to these routes in January 2004 due to an annual inspection, however they were not communicated and actioned until July and September of 2004.
Ajax
Union: An employee (Y. Pittman) is not being properly paid, this issue was supposed to be resolved. Mgmt: We will investigate this issue. D.B
Relief
Union: We were supposed to have relief for 2005, nothing has happened yet. We are training our own replacement workers, but you are then taking these people and offering them employment. Mgmt: We are aware of this ongoing issue.
Maple
Union: RSMC are still being told to take householders home for preparation, because there is not enough room in the station. This has to stop; you may find yourselves liable if any of these employees hurt themselves while they are preparing householders at home as they were told. Mgmt: We will investigate this issue. S.H Investigation reveals that management did not tell RSMCs to take householders home for preparation and have since been instructed to stop this unauthorized practice.
Union: We were expecting and invitation to Maple P.O as a guess to attend their health and safety tour, we have yet to receive this invitation. They have a lot of health and concerns up there that have yet to be resolved. Mgmt: Upon further review of this issue, if an invitation has been extended by the RBM responsible for this station, you will have to contact him to follow-up. We maintain that the Health and Safety concerns at this station are the responsibility of the RBM (management rep) and the CPAA representative (employee rep) to resolve.
Parcels
Union: With the RSMC now getting more and bigger parcels due to the parcel project, how are they expected to handle parcels over 66 pounds? We think there should be a pool of carts for their use. Mgmt: There are already carts available at the stations. There are no plans at this time to purchase any additional carts.
Scanners
Union: There are not enough scanners in the stations for everyone to use, it would be better if everyone had there own scanners and were properly trained how to use them. M.O has all our scanners; we should get them back and give them to our employees. Mgmt: We are aware of the situation with the scanners, however not everyone can have a scanner, particularly if their volumes do not warrant it. We have identified the need for training.
Richmond Hill Shuttle
Union: There was a shuttle that took carded items from Richmond Hill to Oakridges, the shuttle has been eliminated and the tour has been put on an RSMC route for delivery. We think that this shuttle should be brought back because this is an MSC function. Mgmt: We will investigate this issue. D.B
Vehicle
Union: There may be situations where vehicle now being used by some RSMC aren’t big enough to accommodate the parcels they will be getting from the parcel delivery model. Mgmt: RSMCs should be using the right type of vehicle, to meet all the needs for their respective routes.
