Topic: Plan ‘C’ Restructures – Don Mills and Stn O

The parties agreed to discuss the Don Mills restructure first.

The Union indicated that they wish to raise two objections that were discussed during the restructure phase. First that the restructure of Don Mills is not a Plan ‘C’ but a Plan ‘B’ as more than fifty (50) percent of the routes was affected. Secondly that the Corporation dismantled letter carrier route seventy (70) prior to the part-time routes and over-assessed routes.

The Corporation indicated that it was their understanding the Union was aware that more than fifty (50) percent of the routes had been affected, and understood it was still the Corporations position that by the nature of conversion of the MSC to MLC it was considered to be a plan ‘C’, and were in agreement. The Corporation will attempt to contact the officer involved for clarification. However as today is the drop dead date for the PCSS updates it will have to be determined if the Union would agree to this under a Plan ‘C’.

The parties proceeded to discuss the results of the restructure pending the decision as to whether or not it constituted a Plan C or B. 

A final decision was made by the Corporation to set aside the restructure plan for Don Mills and revisit it, based on the position of the Union that they could not agree to this being a Plan C restructure. The Union indicated that the bidding rights of employees are considerably different under a B restructure than a C.

The parties then turned to the Stn ‘0’ Package.

The Corporation reviewed the details of the changes as a result of the restructure, to be implemented August 30, 2004.08.13

At the start of the exercise there were twenty-two (22) full-time routes and two (2) part-time, one of which was a result of the MSC to MLC conversion. There is also one MSC encumbered position. At the completion of the restructure there are twenty- four (24) fulltime routes, zero (0) part-time routes and no MSC routes.

The parties reviewed the start times for the routes as supplied to the Union in the package. No issues were raised.

The parties then discussed the bidding process and it was agreed that no bidding would be required for this restructure. The new assignments will be posted as per Art. 13.18. The new positions are to be staffed as per 47.21.

The Union raised a concern with respect to the training of the letter carrier staff on the MLC routes such as SLB scanning, relays, call-for items (transfer bills etc), in order that they become qualified for equal opportunity as required.  The Corporation responded that as these routes are deemed priority and as such will utilise relief staff for coverage. In that regard the Corporation will follow up to ensure that all relief are trained/qualified in the MLC duties.
