Re: Schedule changes for Group 1 and Group 2 Located at the Don Mills Facility The Corporation by means of a letter dated August 5, 04 addressed to Mr. G. Deveau and Mr. M. Duquette, notified the Union of a proposed schedule change to the Postal Clerks and the Assistant to the Letter Carrier Supervisor ( LCA). The rational for the change is to support the regional mail make up initiative scheduled for implementation on Sept 20,04. The purpose of the initiative is to advance the receipt of mail by type at the depot. This requires some changes to the start times of some of the postal clerks. The Union was provided the current schedule and the proposed schedule with the letter of August 05,04. The Union, at the meeting offered a counter proposal for the group 1 staff, in the form of a spreadsheet. An explanation of the format was provided. The Union indicated that with it’s proposal there is no further hours utilized than that of the Corporations, however it would require the deletion of six (6) part-time positions and the creation of three (3) fulltime. Using the Union’s schedule results in more hours available to the Corporation during the letter carrier window. The Corporation requested the Unions proposal on staffing the full-time positions in the event that we accept this plan. The Union responded that a reclassification could be used. The Corporation indicated that that would result in a displacement of three part-time employees and may result, depending on available vacancies, in the application of article fifty-three (3). The Union responded that would not be necessary if the positions remained until natural attrition was used to place the remaining employees. The positions could be deleted as required. The Corporation advised that would result in additional costs. Further the deletion of part-time could result in trapped non-productive hours, whereas with the Corporations proposal there is flexibility should volumes increase above plan. Our proposal allows for the extension of the part-time hours at straight time if volumes warrant. The Unions proposal would lead to the use of premium hours where volumes increase late in the shift. The Union indicated that their proposal still allowed for two (2) part-time positions giving the Corporation the availability of additional hours at straight time, also that their proposal is practicable in that the hours used is the same as the current scheduled hours and is the same as the Corporations proposal. Again indicated that the Union’s proposal actually provides more labour hours earlier in the shift than the Corporations proposal. The Union requested the truck arrival schedule and the type of mail on that truck, further requested the part-time hours worked for the Don Mills facility. The Union indicated that should it be determined that the senior part-timer is working eight hours a majority of the time a fulltime position will be required. The Corporation advised that the data collection has not started with respect to the type of mail being sent from the plants on the trucks, this is to completed in the next couple of weeks, we will consider the union’s proposal and respond once the data is available to review with the schedule to match the available labour with the available workload. The Union indicated that for the group 1 employees any change would result in a bid being necessary as per article 13.04, your proposal shows a change to eleven (11) full-time and five (5) part-time. The Union had no counter proposal to the Group 2, L.C.A., and changes to start times.
