MINUTES OF CONSULTATION GTA-ZONE 6 AND CUPW-SCARBOROUGH LOCAL JUNE 4, 2008

RE : SCARBOROUGH F START TIMES
Mike reviewed with everyone present the Grid of values for all the routes at Scarborough Depot F
He pointed out that the Start time Grid that was provided at the original consultation from Route Support was missing 13.35 mins
It was also pointed out that the O75 from November 2007 was different from the 075 in March 2008 and had increased to 23 , 753 mins with no updates
Dawn Gayle pointed out there is the Natural Walk Patterns in 6A and 6 B that are affecting some of the values .
Discussion moved to the sampling of departure times after the Scar F implementation and it was agreed that these values were probably skewed . 2 weeks were made available but some of the entries were missing .
For a 09:00 departure time 39 of the routes would move up by half an hour and Dawn reiterated that most of the employees would be happy with the change. Routes 519 and 520 are starting at 05:00 and 05:30 respectfully and it was agreed that those start times would not change as both routes had adequate time to get their mail up and be ready for the station departure time without problem.
Two employees were discussed in regards to start times as they had medical issues that required a change in start time
Glen Rocyki was asking to start 1 hr early no matter what his start time is and management was waiting for Manulife to clarify the issue medically . Mike Duquette asked that he be put on the art 54 list until the matter was closed.
Mike Sauve was required to start 1 hr later than his given start time and it was agreed that his medical was required and Dawn said she would follow the same process to obtain medical and validate before proceeding further .
In Conclusion the agreement was that there would be a 09:00 station departure time for Scar F which as indicated on the grid would affect the following routes by bumping their start time by half an hour .

Management agreed that Chit would be notified and advised of a change of start time for any vacant routes and to have her change the start time for route 540 that was currently posted so that anyone applying for the position would be aware of the start time.
It was agreed that we would allow a week of transition for all employees and to start the new start times on June 16, 2008 to allow for anyone with circumstances to make arrangements. Mike Duquette also agreed that should there be any employee who disputes their new start time and has a variable reason as to why they could not meet the new time that the union could assess each case individually and an local agreement could be made to allow the route owner to start at the time they were given when they bid on the route but that the relief carrier would use the new start time as their start time when covering the route.
Dawn Gayle was to provide the carriers with written notice of the change, why it was happening, and the date of implementation.
Julie Parent was to follow up with Dave Thurston to get route measurements agreement.
