YDC Restructure 2007

This meeting was held to discuss issues specifically around the resources and timelines of the restructure.

 

The Corporation raised the issue of RMO resources. The resources available allow for only one full restructure completed in 2007, one full restructure started in the fall of 2007 and implemented in February 2008. The Corporation explained that because the WPDH’s current structure has a more urgent need for restructure and because YDC structure is more stable after the mini-restructure done last November, the decision was made that the restructure will be done in WPDH first, with full sampling starting June 4th or June 11th, and implementation date of October 15th, 2007. Restructure in YDC will be done with full sampling starting September 4th, 2007 and implementation in mid February 2008.

 

The Corporation would like Union to appreciate the fact that this was not an easy decision to make. The resource constraints were brought to our attention after the last consultation on April 24th, we have since made every possible arrangement to ensure at least one hub restructure to be implemented this year. The Corporation recognized that an MOA was signed between the two parties during last year’s mini restructure at YDC to implement full restructure at YDC in 2007. However we believed that WPDH was in greater need for restructure. Union agreed that YDC current structure was in a better position than that was in WPDH.

 

Union expressed their disappointment of the Corporation’s decision and would get back to the Corporation with what damages / consequences would arise as a result of not living up to the MOA.

 

The Corporation reassured the Union that even though the full sampling doesn’t start until September at YDC other restructure-related activities will continue. Best Practices training starts the week of May 27th, keyer training has been completed and will continue with new employees. Keying quality check will continue. Ride-alongs will continue with tours to address tour issues as they arise. Offload study will be done between June and August.

 

Union asked for confirmation on Pilot 1 implementation date and whether or not it would be implemented before restructure. Corporation believed Pilot 1 would be put in at the end of June nationally but will confirm with Head Office.

 

Both parties agreed to meet again next week (June 1st, 2007) to review.

 

07/06/01

The Corporation advised that there has been discussion re:  restructures since last meeting.  Both restructures to commence this year with  implementation dates in the fall 2007.  The Parties agreed to conduct sampling in 2008 – without precedent or prejudice.

 

The Union requested entering into a MOA regarding the restructure.  Will draft and provide for review.

 

The Corporation stated that the implementation of the YDC restructure will be in November 2007.  They said the would prefer both restructures at the same time but due to the lack of resources, this will not be possible.

 

Resources:  6 RMOs for the WPDH

                        8 RMOs for the YDC

Weekend work may be required

 

The Union asked why there was a delay if the resources were available.  They also indicated they would review and respond with respect to the availability of Union Observers on the weekends on OT.

 

The Corporation indicated that some of the reasons for the delay are as follows: there were no additional resources from other areas; technical issues with RMO PDTs (CUPW:  no need for those if not doing sampling)

 

The Union was concerned that the offload study wouldn’t get done until September.  They said they would not agree to doing the offload study after the end of June as it should be done during a “normal” period.  They further indicated they could agree to use an interim value until the sampling in the spring.

 

The Corporation said the Parties need to agree at which point we will bring the sampling data into the structure. 

 

The Union stated that the value should include offload and cashing out (other end of day activities).

 

The Parties discussed needing to agree to a 52 week period for the volume base.  Will discuss at next meeting.

 

The Corporation asked if the Hubs would be considered stable after implementation of restructures and the Observers returned to their substantive assignments? 

 

The Union responded that if the Corporation meets the criteria for stabilization of all other Hubs, cannot see why they would not be considered as stable.

 

The Corporation would like the observers to return to their assignments for the Christmas period and return as observers after the Christmas period when the sampling begins.

 

The Union agrees.  Will need the observers soon after the Christmas period to prepare. 

 

The Parties agreed to reconvene once the timelines for the restructures are set and definitive.

 

The Parties agreed that the preference for both Parties is to implement Pilot 1 at the same time as the restructure.  Will review.

 

07/06/08

 

The Corporation reiterated that the YDC restructure would be implemented in November 2007.  Would like to implement it sooner therefore they will work with the group who make the SAP inputs to accelerate the process.

 

The Parties agreed that the offload study would be conducted in February 2008.  The Parties will agree to an interim value to use in the restructure.

 

The Parties discussed a list of questions that require answering for the Route Measurement group prior to the restructure activities commencing – the Corporation will provide the list early next week.

 

-  Cut-off times as per the last restructure.

- As much as possible, would like to remove variable work from the FT tours and put it on the PT tours in order to reduce the variability on the pick up side of the FT tours and stabilize the tours as much as possible.

- Will try as much as possible to structure 2-3 RPOs per tour

- Offload of lettermail at SCLPP

- Delivery of overweight parcels – process

- Start times:  the Corporation does not want to create a high number of split shifts therefore will not go forward with creating waves of start times.  Will continue to look for solutions for having face-to-face discussions with MSCs.

- Q Loop:  will move to 1 Yonge.  Will prepare notice for both Regions for separate consultation.

- WPDH weekend tours:  study.  Will review results of the study (volumes) and share the findings.

- Moving parcels to stations for delivery by MLCs was raised as an opportunity but the Corproration will not consider it at this time.

 

The Parties agreed to pull volumes from June 1st.

 

The Corporation asked if the Union would waive the 10-day period.

 

The Union agreed to waive the 10-day period.

 

The Corporation provided the data on CD for the Union’s review.

 

For the purposes of bidding, the Parties agreed that the first date of the restructure process will be June 11th, 2007 (the employees who were assignment holders as of Monday, June 11th, 2007 will be entitled to first round bidding).  

 

The Corporation to provide a list of employees to the Union be next Wednesday, June 13th, 2007.

 

The Union asked if the Corporation would consider bringing the Malvern parcels to the YDC in the restructure exercise.

 

The Corporation responded that the parcels are currently being structured into Scarborough Depot 4.

Best Practices Training will be provided to all MSCs – once tours are identified.  Tours to be identified within the next week and training to commence as soon as possible.

Union:  Asked why the trainers aren’t providing the training.  Don’t want unqualified trainers to provide training.

CPC:  Sampling will commence mid-April due to issues with the PDTs and the DIA system.  The current DIA system cannot support all data.  The Corporation has procured a new DIA system that will require four weeks of testing.  We will not implement a new system for at least six weeks.  The issue will be raised nationally re:  impact on restructures.

Union: Concerned with Tuesday – heavy day.  Suggest adhering to schedule and adding following Monday if necessary to eliminate the Tuesday after the long weekend.

Union: raised concern that tour sheet updates need to be distributed to the drivers in a timely manner.

CPC: Tours sheet updates on CPU are up to 48 hours behind actual effective date based on new driver pick-up process. YDC will ensure process reinforced for updated tour sheet from RMO to be distributed to impacted tours timely.

Union:  Bill of lading issues have yet to be addressed.  Although changes have been made, the work is still required to be done by the MSC.

 

CPC:  Will identify tours and address issues where bills of lading are being used.

The Corporation said they were experiencing problems with “old world” scripture in the “new world” of parcel delivery.  The asked that new language be used to describe the tours that will remove some of the confusion re:  duties, schedules and geographical areas.

The Union agreed that could use new language and would bring the issue up at the National Working Committee.

Union:  WPDH has significantly reduced their keying errors.  Very positive.  Need to quantify in order to assess the error level.

Union:  Suggests the Corporation should review the data that reverted back to lower values.

 

CPC:  Patches need to be created in order to create.  Problem tickets are opened with Innovapost every time an issue is raised.

 

Will develop a process in order to correct issues prior to impacting an employee’s pay.

Union:  Asked if there was resolution to the logged problem ticket.

 

CPC:  Problem can’t be corrected however, will review with person who logged ticket and reply.

 

21 - RPO Clearance Time

CPC:  Issues were raised by the drivers and the Union observers.  Provided a RPO Clearance time overview.

 

Union:  Issue is that MSCs cube their trucks and have no more room for the mail from the other RPOs on his tour or the SLB mail.  Need to determine who does the pre-clearance and who does the clearance. 

 

CPC:  Tour sheets say to clear all mail and equipment from the RPO.

 

Union:  It is not the MSC’s responsibility to clear all the mail at the RPO.  It is their responsibility to clear the PC and Xpresspost only.

 

CPC:  1430 hrs is a clearance, to clear all available mail at the RPO.  It is not to support one clearance or another, it is to support the processing in the plant.   If an MSC is cubed, you must bring it to the RMO’s attention and verify.  Issues will be addressed.

 

Union:  Asked that the procedure when an MSC is cubed should be posted in the Information Books.

 

CPC:  It is in the MSC handbook, but will post in the Information Book.
