MINUTES OF MONTHLY CONSULTATION

The union raised the concern that the YDC was not attending article 54 meetings as well as monthly consultations. It was acknowledged that there has been several separate meetings, but wish to retain forum.

 

The union raised the issue of two (2) MAM 11 being sent from the YDC to 280 Progress daily. Toronto and Scarborough regional offices have received letter requesting their move to Gateway. The union’s position is this is an article 53 application, there will be no waiver.

 

RETAIL UNFINISHED

 

 

Union claims that an employee received an hour of overtime daily to fulfill duties of a vacant assignment and that all employees eligible did not receive this opportunity.

 

P. Wright to review, it appears there were potentially 9 occasions in February, and 10 in May 2006. 

 

UNFINISHED BUSINESS

 

 

LAYOFF TWO NAMES REMAINING

 

One employee confirmed that was on a 40-hour assignment, the other to be reviewed.

 

L. LUCAS RTE

 

Updates completed, paid from August onwards. The union states monies owed from October 16, 2005 to August 2006. Management to review that portion.

 

AIR TESTING DON MILLS, AJAX & 280 PROGRESS

 

B. St Germaine to arrange, targeting February. The union raised the issue of asbestos at Don Mills, and an employee’s illness. The issue of what is required and the extent of testing remains an issue in many regards.

 

LJOSH

 

The forum applicable to the LJOSH appears not to be utilized properly; issues outstanding at the local level are to be raised to the Regional level, or HRSDC. The union inquired as to what and who compromises the regional level. This is to be determined, however local issues should be resolved at that forum, they have the authority and are required to resolve issues at that level. The union stated that issues do not appear to be resolved, this forum required to highlight concerns.

 

17:04 SIGN UP SHEET

 

Clarification of whether an employee who signs as available for overtime is then required to accept overtime was raised. Management’s position is that once an employee signs the sheet they are obligated and required to accept assignment. The union disagreed, believing the employee has until an assignment is offered/canvassed. 

 

RLC-DIFFERENT WORK LOCATIONS-UADS

 

The union raised the issue of inconsistency relating to what is required of and for RLC to determine what portions of UADS delivered. In some locations one sheet identifying all HH delivered is acceptable, in others individual sheets for each UAD is required.

 

Management stated that one sheet is acceptable, but is required to be completed daily. Info notice to be posted.

 

MALVERN-APP AA

 

Training is in progress, issues to be addressed as required.

 

ARBITRATION DECISION-C RESTRUCTURES

 

Clarification was provided to the union, namely that a bid may or may not be required when a C is conducted. Normally specific routes are targeted, if an additional route is created, a bid for that walk would occur. A restructure contemplates all aspects and all routes targeted; a C does not involve this. There is no requirement to have a route assessed @ 480 minutes, however, every reasonable effort will be made. Will attempt to bring routes less than 485 minutes.

 

The union stated that this has not occurred at the local level in Scarborough. The parties nationally signed MOA in January 2005 if more than 15 LDU involved, it is a restructure, a bid is required, and rtes must be under or at 480. There is app. 20 grievances in system, will argue them.

 

GLASS CASE-280

 

Another glass case has been ordered for 280 Progress, minutes to be posted will follow up supervisors to ensure they are posted.

 

FIRST AIDERS

 

Managers to send union updated list to union.

 

TRAIN THE TRAINERS

 

Management stated that there presently is a shortage, issue has been highlighted, some trainers exhausted.

 

CHANGES TO RC # ATTRIBUTES

 

M. Duquette to update L. Waine to address with national for any assistance.

 

WSIB FORMS-ADDRESS-SCAR F-280 PROGRESS

 

Management started that proper address reflected.

 

PLACING GROUP 2 EMPLOYEES IN GROUP 1 DUTIES

 

Union stated that this continues to occur without proper notification to union, this includes Depot 11, and Scar D. Management stated that they are addressing with supervisory staff to ensure compliance.

 

CAMERAS IN STATIONS FOR WSIB INVESTIGATIONS

 

Cameras have been received however there are technical issues involving downloading to computers.

 

WBC-INCREASE LCA HOURS

 

Management to advise whether hours will be increased to assist with workload. Supervisory staff is working on resolving issues.

 

WBC-NO INFORMAL INYTERVIEWS CONDUCTED-WORL PERFORMANCE

 

The union stated that there were several employees formally interviewed without receiving an informal interview first. Management stated that they would confirm whether employees received an informal interview first, process allows.

 

JOINT WSIB TRAINING

 

Allan Ackerman to be contacted to confirm whether this will occur. Supervisors are to be encouraged to ask the question when an employee advises injured, is this work related.

NEW BUSINESS

 

The union stated that the ramp continues to present issues, employees utilizing with excessive weights, managements monitoring and addressing. Signage has been posted, employees advised of proper procedures. The union stated that equipment is left improperly, employees even chain up equipment for their own use. B. St Germaine to address ramp weights, mini meeting continue, we continue to address.

 

MAILS LEFT IN FACILITY

 

Management confirmed that non-committed mails can be withheld for delivery where deemed appropriate. It is our discretion to defer mails including committed and or advanced mails.

 

 

The union stated that in some cases that the LCA is making this decision.

 

PARCEL DELIVERY, 280 PROGRESS

 

Management stated that employees are being canvassed for overtime opportunities at 12:00, lunch. Employees require VOP to operate corporate equipment. The union stated their objection to this including that there are staggered lunches, no speaker in the battery room, and that some employees are not aware of these overtime opportunities. Management stated that parcels begin to arrive at approximately 11:00, there is no advance knowledge of volume, and parcels are received from the YDC. Overtime opportunities are offered to those available.

 

 

 

 

CHRISTMAS OPERATIONS

 

The union stated that no consultation had occurred and in fact on Monday, December 11 an early start of one hour had been offered. Management stated that employees were offered the one-hour, this optional and will include December 18, 22, and 29, 2006. There will be an early RPO clearance on December 22, 2006.

 

PICKERING, SECURITY

 

Management stated that another set of doors is being installed. There have been issues with employees leaving the back doors open and unsecured. Employees have received instructions, many meeting have occurred, signage has been posted and a Unicam lock will be installed on the side door and employees provided the access code. It is believed that a buzzer will be installed on this door as well.

 

ROTATION OF DUTIES, AJAX, MARKHAM AND UNIONVILLE

 

The union stated that K. Monday will not be available to discuss rotation of duties issues and the JOSH Committee should conduct that this. The union stated that article 54 employees are impacting on the rotation of duties schedule. Management stated that consistency is required and a process identified. The LJOSH Committee appears to be a good forum.

 

The union stated that an issue exists with employees M. Serio and K. Escobar; a M. Ferriera accepted one of the positions. Management stated that it would review and advise.
