MINUTES OF MONTHLY CONSULTATION

BETWEEN

GTA-DELIVERY-TORONTO EAST-POSTAL UNIT O

AND

CUPW-SCARBOROUGH LOCAL

AUGUST 31, 2006

This consultation meeting was arranged to discuss the scheduled implementation of the restructure for postal unit O September 18, 2006. The process began October 10, 2005, the volume count conducted March 20 to 31, 2006 inclusive. The CMVI is reflected as 99.9%. POC increased by 338. Various other statistical information was provided and highlighted in a handout provided the union.

Presently 3 window and 1 step vans are utilized proposed will be 4 step vans.

 

Presently there are 30 PV routes, in structure 32 identified, proposed 27. 

 

The restructure package was provided to the union August 7, and 9, 2006. Additional information provided at this meeting.

 

There were nine (9) objections filed, as follows:

 

MLC RTES-DIRECTS

 

Standard argument whereby directs have recorded value of MSC, these are MLC rtes. The reality is increased walking/doors, no credit provided.

 

Management stated that standard values are applied; issue would have to be escalated to the national level.

 

ALL MLC ROUTES NOT DRIVEN

 

The union stated that not all routes were driven, relays were moved, replotted without driving.

 

Management stated that rtes would be re-driven in those instances.

 

The union stated that the structure should have included this, issues dealt with, then after consultation, implementation dates set.

 

Management stated that the process has been protracted, four different observers, the union identifying that issues raised have contributed to delays, latest is information obtained today, August 31, 2006.

 

Both parties agreed that this does not trigger the commencement of another 15-day verification period. The union added that if rtes were over 480 minutes, a problem would then arise.

 

UPDATES 038s

 

Issues involving wheeling have been resolved.

 

INCORRECT VALUES-O/S PARCELS

 

Parcels on priority run can not be accounted for by applying half the street distance, having employees deliver parcels during priority run is a change of function previously addressed in arbitration. The problem can be compounded if excessive parcels are given to the employee and L/C are waiting for their priority run relays.

 

Management stated that they were unaware of any parcels assigned to priority runs, if there was, half street distance will be applied. Review will occur, can identify by parcels by LDU, M. Duquette will forward decision.

 

INCORRECT DATA CAPTURE-LDU

 

There is potential data capture issues involving IDBs, this exists between the sheets and physical count. The issue was first highlighted in Will D 2. The union stated that the issue involves the use of the palm pilot, one function involving the $ (dollar) sign, the other obtain signature. 

 

Management stated that it is an all encompassing value, will follow up with palm pilot use, will cross reference to review if accurate.

 

INCORRECT VEHICLE VALUE

 

Management stated that there will be four (4) step vans in proposed structure, if there are instances where the vehicle structured to is not the vehicle to be utilized, then C&D Support needs to be advised and VOPs updated. Resolved.

 

INCORRECT VALUES-RELAY DELIVERY

 

Issue is partially resolved; tour sheets reflect different values for same types of boxes.

 

Management stated that values are standard, determined by box type, will review, issue should be resolved.

 

CREATION OF DIRECTS –RTES UNDER 480 MINUTES

 

The union stated that one particular rte, 111 had missed POC to be added, however, would result in rte being over 480 minutes, solution by management, create directs, criteria does not warrant direct.

 

Management stated that directs can be created where necessary including problems accessing locations. Management has the flexibility to structure, will provide rationale/documents to substantiate creation of directs.

 

SLB CLEARANCE ON PM PORTION

 

The union stated that MLC are structured to clear SLB on first portion of their PM

 

Management stated that the noon clearance criteria has been removed for over one year. However, will review to address the odd instance, can be included in MLC rtes, resolution should occur.

 

The parties desired to include in the minutes that the minimum documents identified in the c/a is all that is required for the 15 day verification period, if other information is available, supply to the union, recommencing the 15 day verification period will not be requested.

 

START TIMES

 

The parties agreed to adjust the start times to 0900 hours. It was agreed to advance start times by 30 minutes as reflected in proposal, 114 to be adjusted to 0700 hours, same classification as rte 112 start time. Rtes 111 to 119 will start @ 0700 hours. T. Parkes will meet to discuss prior to implementation.

 

Late drops are not structured into the rtes. There is no as directed times reflected. Employees cannot arbitrarily be assigned a second run as rtes structured. There is no missort values attached to any rte.

 

REHAB GRID

 

There are no recognized rehab rtes in postal unit.

 

RTE HOLDERS/BIDDING EXERCISE

 

Discussion arose concerning this issue and cross bidding that has transpired. It was agreed that where an employee’s position number identified them as working on March 20, 2006 is where their first round bidding opportunity will arise. This includes LCAs and RLC’s. This will include any part time employee, now full time, in the unit  as of March 20, 2006. All rtes/assignments will be available for bidding, bid to commence September 5, 2006. Implementation is scheduled for September 18, 2006. Employees going on vacation are to be advised to bid. Employees on TSOS will be attempted to be contacted.

 

Discussion arose with rtes 119 and 121, consideration of one or the other being suitable for an employee with identified restrictions. All rtes will be posted, however, if one of the rtes is bid upon prior to this employee, then the other will be removed form bidding to accommodate the employee.   

 

It was agreed that due to the part time positions, article 47:21 is not applicable, the full time rte will be filled under article 13.
